Biographical Narrative

 

Dr. L. Philip Caillouet is a Professor in the Department of Health Information Management at the University of Louisiana at Lafayette (UL Lafayette) and Director of the University’s Health Informatics Center of Acadiana.  Health Informatics is the discipline focused on applications of information and communications technologies in the gathering and analysis of health-related data, and the dissemination of information to clinical, administrative, and public health policy decision makers.  Dr. Caillouet has worked in the health industry as an information systems designer and management consultant since 1975.  Currently, his principal interests are in the development of regional health networks and of baseline data to aid in Louisiana’s efforts to meet the U. S. Surgeon General’s Healthy People 2010 targets.  Since the launch of Healthy People 2010 in January 2000, Dr. Caillouet has led a research team in the development and use of Louisiana HABITS, a public health surveillance tool for measuring healthcare access barriers in the state.

 

Philip Caillouet joined the faculty of The University of Louisiana at Lafayette in August of 1996, as an Associate Professor specializing in systems and technology for management of healthcare information.  Returning to Louisiana was a welcomed homecoming for him, as he is a native of Houma, Louisiana, and received his doctorate in computer science from the same institution (when it was known as the University of Southwestern Louisiana or USL) in 1975.  His research interests are in public health informatics and healthcare information systems management.  He was the founding Interim Director of the Health Informatics Center of Acadiana (HICA) at its inception in February of 1999, and was named Director on July 1, 2001.  He was successfully reviewed for tenure in the Spring of 2002, and promoted to Professor in the Fall of 2007.

 

Since launching HICA, Dr. Caillouet has succeeded in attracting over two-and-a-half million dollars ($2,502,868.36) in external funding from various governmental and philanthropic agencies including the federal Health Resources and Services Administration (HRSA), the federal Substance Abuse and Mental Health Services Administration (SAMHSA), the Robert Wood Johnson Foundation, the Rapides Foundation, the Cecil G. Sheps Center for Health Services Research at the University of North Carolina at Chapel Hill, the Fund for Healthcare and Education in Southwest Louisiana, and the Lafayette Community Health Consortium.  He has managed (or is currently managing) a total of twenty-seven (27) restricted-account contracted research projects that have provided (or are providing) partial support for twenty-three (23) different faculty members and for seventeen (17) different graduate students in the role of research assistants.  In addition, Dr. Caillouet was instrumental in attracting one million two hundred thousand dollars ($1,200,000.00) in private donations which, when matched with eight hundred thousand dollars ($800,000.00) in Board of Regents Support Fund monies have led to the establishment within HICA of two million-dollar chairs:  the J. Robert Rivet MD / BORSF Eminent Scholar Endowed Chair in Health Informatics and the Acadian Ambulance / BORSF Eminent Scholar Endowed Chair in Telehealth.  Dr. Caillouet currently has several additional funding projects pending final review.

 

While Philip has only recently returned to academia, teaching healthcare executives and information systems managers has always been part of his role in industry.  His experience in the “real world” began immediately after receiving his degree, leading to his becoming a principal in a turnkey information systems vendor company specializing in the physician group practice and managed care markets during a twelve-year span with Edelman Systems, Inc. and Encore Associates, Inc.  Immediately prior to returning to Lafayette, Philip was Director of Physician Services and Managed Care for the Health System Integration Practice of KPMG Peat Marwick, based in Chicago IL.  He coordinated resources of the Firm in aspects of professional services to physicians, group practices, and related healthcare entities.  Included in his scope of services were strategic planning for organizational alliances involving physicians, operations improvement and process reengineering activities, coding and reimbursement optimization, clinical records, and healthcare information management systems.  Prior to joining KPMG, Dr. Caillouet was with Coopers & Lybrand from 1988 through 1994.  While at C&L, he coordinated the 1991 Survey of Information Systems in Group Practice and associated workshops for the Center for Research in Ambulatory Health Care Administration of the Medical Group Management Association.  Also in 1991, he was engaged by the John A. Hartford Foundation as a reviewer of the pre-publication draft report of the Institute of Medicine's Committee on Improving the Patient Record; the Hartford Foundation was one of the funders of this committee, whose report called for the formation of the Computer-based Patient Record Institute (CPRI).  He participated in the development of the original Report of the Workgroup on Electronic Data Interchange (WEDI), made in the summer of 1992 to then HHS Secretary Louis Sullivan.  He also served five years as Secretary of Health Level Seven (HL7), the healthcare informatics standards developing organization, a position he held 1989-1994.
